What authorities require
A certified translation makes the content of your passport readable and official in the target language. An apostille is a separate certificate, issued by a Dutch court (De Rechtspraak), that confirms the authenticity of the signature or seal for use abroad. They are complementary steps, not alternatives: for use in another country you often need both, and the order depends on the receiving authority.

When do you need a sworn translation of your passport?
The request tends to come from someone who has to rely on a detail that is only in the original language: a handwritten entry, a place of birth in another script, or a stamp that proves when you entered a country.
A notary
When a deed has to state your name and place of birth exactly as an authority has recorded them.
A court
When a stamp or a visa in the passport is evidence in a case.
A municipality
When an entry in the passport is the only proof of a name change or an earlier nationality.
An authority abroad
When you use a Dutch passport there and the office works in neither English nor French.
Which pages are translated
You decide which pages go in. The personal data page is always translated in full, including the machine-readable lines at the bottom. Stamps and visas are translated only if you upload those pages.

Apostille and certified copies
A passport itself cannot carry an apostille. If an authority abroad asks for one, it usually means a certified copy of the passport made by a notary, with an apostille on that copy. Which form it needs depends on the country where you will use it.
The Netherlands
A sworn translation of your passport by an Rbtv-registered translator is accepted by Dutch authorities such as the IND and municipalities.
Abroad
For use in another country the receiving authority often also requires an apostille under the Hague Apostille Convention, or legalisation for countries outside it.

Answers to the most common questions
When an authority has to rely on something in the passport that it cannot read: a name in another script, a handwritten observation, or a stamp. A notary, a court or an office abroad may ask for it. For everyday identification in the Netherlands a translation is not needed.
The pages you upload. The personal data page is translated in full. Add the observation page or the pages with stamps and visas if the authority asked for them. Each page counts towards the price, so it is worth asking the office which pages it needs.
The data page is one page. Between Dutch and English the first page costs €48 excluding VAT; for most other languages €77 excluding VAT. If you add pages with stamps, the order form shows the new total before you pay.
